Hogwash. We've all seen owner-maintained homebuilts that are flawless. We've all seen owner-maintained certificated aircraft (where the A&P barely has to look at the work) that are flawless. We've all seen planes that have page after page of A&P entries that are complete disaster areas. I know of one A&P where I'm hard-pressed to get in anything he works on. What decisions did the 'flake' make that you didn't know about? What did he do himself that was never logged. You need to put your faith in something, so you're putting it in nameless faceless regulations that still come down to human beings doing it right, or not.
