Hogwash. We've all seen owner-maintained homebuilts that are flawless.
We've
all seen owner-maintained certificated aircraft (where the A&P barely has

look at the work) that are flawless.

We've all seen planes that have page after page of A&P entries that are 
complete
disaster areas.

I know of one A&P where I'm hard-pressed to get in anything he works on.

It wasn't so good in 1946, either. Always having breakdowns and
nervous bustdowns of all kinds. On the other hand, those 1946
Dodges that you see in car shows are much better than they
were when they were new, and might make that drive handily.

Did you know his A&Ps? Maybe they were flakes, too. The responsibility
for maintenance belongs to the owner/operator. What decisions did the
'flake'
make that you didn't know about? What did he do himself that was never
logged.

Putting faith in a certificate on a wall is pretty useless.

Unfortunately, you don't really.

You need to put your faith in something, so you're putting it in nameless
faceless regulations that still come down to human beings doing it right,
or not.
