If I'm not mistaken, the Canadian proposal doesn't include ALL aircraft, but just certain "classic" types. This would allow owner maintenance on simple aircraft like Aeronca Luscombe, Ercoupe, etc. I also think that the person has to apply to have his aircraft placed on owner maintenance.
Makes sense to me. I doubt too many mechanically challenged pilots would undertake to place their planes in this catagory. As for loss of value. How much lower can an Ercoupe go? <G> Seriously, a complete inspection by an AI should show up any shoddy work. Just my 2 cents worth.
