If you look further into the regs on numbering, you will find that every airplane in the U.S.A. is not numbered correctly! The regs state that ALL letters will be in a "ROMAN" type face! Every airplane in the U.S.A. that I know of is in a "Sans Serif" type face! The person that wrote the regs apparently had no knowledge of type styles. George Frebert
