Jim,  I don't think you can put the rings on the inside.  It's been a long
time
since studying this, and I'm certain to be corrected, but without the
plastic of the
ring on the outside, you'd be in jeopardy of having the cover cut the
fabric.  The
ring and cover could then depart the aircraft in flight.  You'd soon get a
whole new
meaning for the swiss cheese AD.
