when drilling out a rivet you should not touch the hole at all. As in the illustration, you drill down through the head, not into the shank of the rivet. Then you can take out the drill bit and turn it around and use the tail of the bit to insert into the hole and simply snap off the head. The remaining shank is then pushed out with a punch. Or, you can use a chisel to snap off the weakened head.
