You are looking for wrinkle finish paint.  You spray several very heavy
coats and it wrinkles as it drys.  (Actually this also happens with plain
enamel if you spray too thick) I use a heat gun to make sure I get the
wrinkle I want, then if the part is small enough, bake it in my oven at
150
F for 6 hours to harden it up.  (Warning it stinks)

You can order the paint in cans from chief or other aero supplier or find
it
at many auto parts stores.  Be warned that the spray heads tend to clog
easily, when you are done spraying remove the head and soak in paint
thinner.
