I don't know. I would not like play in any of the linkage. The Memorandum 
#56, calls for testing the elevator controls by pulling the wheel full
back, 
and holding it in this full back position , the elevator should not have
in 
excess of 3/8 inch free travel.  Using the little finger of one hand as 
pressure on the elevator.

If there is excess play, there are several pivot points in the elevator 
system to be checked.

The control column pivots, the linkage between the control column and the 
bell crank in the center section; the bell crank in the tail cone and the 
hinges - and all controll rod ends.

I suspect many control rods are improperly installed, in that the bolt
should 
hold the cnotrol rod end tightly in place, while the pivoting should be
taken 
by the ball sockets in the control rod end ---not slop because the bolts
are 
not tightened sufficiently.  If left loose, the bolt holes will elongate, 
eventuailly, allowing play in the bolt holes.
