It would make a world of difference. Since the airplane isn't a homebuilt, it could only be licensed as "experimental-exhibition". Under this certification, it can only be flown to exhibitions, and for pilot proficiency. It is possible that you could talk the FAA into certiying it as experimental-flight test, but that certification class is not open-ended either, and would not be perpetual in duration.
