Since sending this out I have found a source for the SB. It is available from the Cub Club, 6438 W. Millbrook Road, Remus, MI 49340-9625. Telephone is 517-561-2393. The cost is $15.00. They seem to have all the old Continental Service Bulletins available.

However, the STC is for the C85, C90, and O200. So changing would solve that problem for me too. I have heard that the Continental SB is M47-16 dated June 7, 1948. Continental apparantly does not keep them back that far.
