it seems to work up to the point where the SSL negotiation would take
place when I do it by hand.
Turn on debugging and prove it... It will make an error report to
Mozilla a lot easier...

Does anyone know anything else I could try(debug methods, a way to
simulate a STARTTLS IMAP session by hand, other mail clients that I
could try) to make sure this is not a problem on my end.
Has anyone heard of or experienced any Thunderbird problems similar to
this?

Are you certain that you have "TLS if available" or TLS selected for
that account? I'm fairly certain TB knows to issue STARTTLS before it
issue LOGIN. However, by default TB does not attempt TLS which would
give you this error... Make sure either "TLS if available" or TLS is
selected and then try again...
