This only happens to old accounts with files that where copied (filesystem way: cp) from the old courier-imap that was functional but where a different (older) version of courier-imap.
Something must not've gotten copied across correctly. Look at the contents of those account's maildirs, and compare them against the working accounts'. Verify the ownership and the permissions of all the files and directories. Also check syslog for any errors.
