Hi.   The clients are outlook 2003 and 2007, and we are talking about of 40 accounts.    Can Be a bug in ALL the clients?

Sure, why not. A few years ago there was a known bug in Outlook, where if the message contained a null character, Outlook would crash but then display a very rude and obscene error message that accused the POP3 server of terminating the network connection. It doesn't matter how many different installations of Outlook you are running, every one of them would've had this problem, and blame the POP3 server for Outlook's own bugs.

This sounds like the same bug. You'll need to contact Microsoft to find out if they finally fixed it.
