The first part is already done using qmail rcpthosts file - people are not allowed to send  emails to outside domains, but they can send emails to each other.

Now we just want to configure the second part - ignore/delete/reject external domain incoming emails.

I would appreciate if people can point us in the right direction.

The right direction would be the qmail mailing list. This has nothing to do with Courier. You are only using the Courier IMAP server. An IMAP server provides access to mail in existing mailboxes. IMAP servers have nothing to do with mail delivery.
