Could be my ignorance, but I thought Qmail was abandoned yonks ago by its 
author without any release of the codebase, and thus old stale technology 
that is best classed as "abandonware".

Check your Qmail configuration to see what delivery agent you have it 
configured to use.

"courier", as in the MTA, doesn't do local mail delivery so no.

You've emailed Courier-IMAP mailing list, and that package doesnt do local 
mail delivery either.
