I've always found the simplest way to do this is is simply to have all 
users login to the same imap account.

Instead of it being a folder under their individual imap account, they 
can just login to 2 imap accounts in their email client.

How well this works varies from client to client. Eudora doesn't 
cooperate very well, but seems to work well enough in Thunderbird.
