I read that file several times, and it was very hard to understand, as
it seemed to conflate different concerns in a way that I couldn't
believe the actual code would do, but you seem to be saying that it
does in fact behave like that.

Are you sure none of the file system tricks I described will do the trick?

If not, any advise on how to migrate a production system from one model 
to the other, with minimal disruption to the users?
