Sounds like a bug in your Debian package. This cannot happen on an RPM-based distribution. This is the package manager's job, to verify that a package's prerequisites are present.
Clearly this is not the case for everyone. I'm sure there are plenty of instances of Courier-IMAP running just fine on Debian, with a working FAM. If disabling the FAM daemon makes the difference, than there is some issue with some, not all, FAM installations. Generally, when there is an issue with a component, the correct solution is not to sweep it under the rug but to find out what's broken, and fix it. FAM uses portmap, as I recall, so this may also be a portmap issue as well. I also note that some distros have switched to Gamin a long time ago. Gamin does not use a daemon. It uses the kernel inotify interface directly, to implement the FAM functionality.That sounds better, but doesn't completely solve it.
Of course not. The missing library in question will simply be gamin, instead of FAM.
