The IMAP port, 143, is a privileged port (less than 1024). Only programs running as root can bind to privileged ports. A program can start as root, bind all needed privileged ports and then change to a non-root UID/GID. This requires a program change. No external magic can do it. Postfix and Apache, among others, both do this if you want to tackle it and need examples.
