In my (limited) experience, this behavior has almost always been due to a misconfigured (or non-existent) nameserver on a local network, causing reverse DNS lookups to fail. Once, though, I had to delete all of the libnss_nis* files from glibc before the shadow-password 'login' would allow console logins w/o a 60-second delay.
