Checking for new mail is the responsibility of the mail client. 

[Tools]>[Accounts]>[Mail]>[Properties] then make sure "Include this account 
when receiving mail or synchronizing" is checked.


[Tools]>[Options]>[General] then set "Check for new messages every XX minutes"
