I think the mail= attribute overrides the default mail delivery
instructions.

As an experiment, get rid of the mail= attribute, and manually set DEFAULT
in etc/maildroprc

The original configuration settings.  make install-configure copies the
.dist files to the actual config files.  If existing config files contain
customized settings, they won't be overwritten.  When upgrading to a new
release of Courier your custom site settings will be preserved, and not
overwritten.
