It doesn't. The IMAP spec is, in many places, self-contradictory, unclear, and in a few instances plain wrong. Some of the listed examples don't even agree with what they are supposed to be an example of. There's a very wide margin there which is open for interpretation.

Crispin gets pissed off every time I point that out. His own revision to RFC 2060, which is going to get published soon, contains an appendix listing over a hundred errata, and revisions to RFC 2060. Each time he starts flapping his gums about something I point out that little tidbit, as an example that he doesn't know what he's talking about. And that gets him pissed off even more.
