Are you absolutely sure of that? It will be necessary to adjust several fundamental physical constants of this universe before Microsoft would be capable of releasing a mail client of any kind that does not know how to talk to Exchange.Outlook Express for *Windows* does not know how to speak the Exchange protocol, much less Outlook Express for the Mac.
POP, IMAP and the specific HTTP protocol used by Hotmail. That's it.
As for saving a self-signed certificate for use with Mac OE: try, perhaps, saving the certificate in Internet Explorer. It's not unlikely that they share the same certificate store.
