Had the same problems as you are experiencing.

It's a file permissions problem, which you'll find that your vpopmail/lib
directory and library doesn't have the right permissions for your non-root
user, and therefore it as far as its concerned, the file does not exist.

Simply alter the permission so your non-root user can access that file, and
it'll compile happily away.
