Little by little I'll get there... ;-)

Is this assumption correct...?

if $SENDER is empty and Content-Type has multipart/report, then for the
most part this is a legitimate "empty sender" scenario. Any other case of 
empty sender I could consider as "invalid" format.

Am I going down the right path?

All messages should have a From: header.
