Is this assumption correct...?
if $SENDER is empty and Content-Type has multipart/report, then for the
most part this is a legitimate "empty sender" scenario. Any other case of empty sender I could consider as "invalid" format.

No, not quite. Qmail bounces will -- as any other bounce -- have an empty sender. As I carefully explained before, Qmail does not use the RFC 1894 bounce format.
