Here we go: new configuration file - "queuefill" - sets a timer that 
periodically re-scans the mail queue when processing a large backlog.  
Defaults to 5 minutes; set to zero to disable rescanning altogether, 
essentially reverting to the way things were.

Lightly tested, seems to work.
