Well, you're running something. The specific message 'SHUTDOWN: Restarting...' is logged only when something runs 'courier restart'.

As you can see, courierd is planning "wake times" very often. Why is it?

Because you have a lot of messages left in the queue, so that there's a scheduled delivery attempt every minute, or so.
