.courier limitation?

Well, I have just over 12,000 addresses in a .courier file and it gives me
the following error in my mail log:

I have shrank the list to 1,000 addresses and it still gives the same
problem.  I changed etc/batchsize and etc/bofh to not have a 100 recipient
limit, but I assume from the error message that it isn't a recipient limit
kicking in quite yet.

Is there a limit to the file size or number of lines in a .courier file? 
Is there somewhere I can change this?  99% of the addresses are for local
delivery, incase that makes any difference to the process.

This error is reported if submit fails, and is not related to any physical size of a .courier file.

Try to use a process of elimination to identify if any specific recipient
address is triggering this error.
