[courier-users] sizelimit not working

I've tried adding sizelimit to /etc/courier and to courierd as SIZELIMIT= 
both with a value of 0 and 100000000 (100MB).  I still can't receive emails 
with attachments over 10MB.  I've tried restarting courier but no go.  Is 
there something else beyond creating one of these two directives to make 
courier allow attachments over 10MB?
