The first step requires a program. I know there are some perl modules which will read pst files.
Perl::Search and Mail::Transport::dbx(outlook express)
There are also some ones that understand maildir talk. Between the two, it should be pretty easy to whip out a short little program to do what you need.
Regarding having the same addressbook for all users, this is what LDAP is used for, and Courier supports it nicely. I'm currently using OpenLdap with my courier and only having one small issue with it(which I hope to get ironed out in the next couple days).
