Here's a simple test to try:

* 0 RECENT
* OK [UIDVALIDITY 939609418] Ok

a OK [READ-WRITE] Ok

If you pay close attention to this output, you will see the server reporting
21 messages in this INBOX.

Repeating the same sequence of commands using your own server will show how
many messages the server is reporting in your INBOX.

Once you've verified that the server is reporting X messages, and Outlook
now shows Y messages, where Y<X, you may proceed to filing a bug report with
Microsoft, then holding your breath until it gets fixed.
