This doesn't appear to be the case. The mail only totals 350MB on the server when doing a 'du -hs' in Maildir/cur. 607MB in the total directory structure of this Maildir and subfolders.
More importantly, how big is the ".pst" file for said Outlook Mail Account?
(p.s. don't rely too much on the 2 GB figure - Outlook will crap out at various random sizes, or number of messages...)
