Hi,
as I have already written it's the misconfigured server at the other
side.

Generally, when they let their server advertise the ability to use TLS
courier (and all other stadard MTAs) will take this feature for granted
and will use it to communicate with the target MTA. Google for "454 TLS
not available" and you will find many references to this particular
issue.
