Check the ownership and permissions on both maildirs, and their parent directories going up to root.

                                             Also, as an aside, what
does "\HasNoChildren" mean?

No subfolders.

Try connecting to port 143, then

a LOGIN userid password

then:

a LIST "" "*"

and see what comes out.
