I think so. Especially because it seems almost trivial to me:

- 'allow' changes to the mail file for filters (documentation?)

- courier-mta should probably re-read the mail file after the filters
are done.
(I don't think this is necessary, as long as filters don't change RCPT
FROM and MAIL TO infos necessary for 'routing' the mail. Or does
Courier-MTA need to know other things from the email it is delivering?)

(This is a little more complex, but depends a lot on how courier filters
are currently implemented.)
- probably implement some sort of filter ordering. And be it just
alphabetically...

BTW: the courier filters caused me problems twice, because I've had my
mailserver blocked after a filter crashed or was (uncleanly) removed. To
enhance the ease of use of those filters I'd strongly recommend some
sort of 'filter recovery' - I mean automatic restart or disabling of
crashed filters.
