As I understand it, when you build courier, if the configure script finds the fam development libraries, then fam support will be compiled in and courier will use it. If it doesn't find the libraries then it won't. I don't know of a way to "turn it off" (although there may be). So you either need to turn on fam or remove the fam development libs and then recompile courier.
