Not to be another "me too" here, but having run some Mailman lists for a
couple of years now, I have to add my recommendation as well.  It is
feature-rich and easy to set up and admin -- for tech and non-tech alike.
 It also provides a complement of command-line tools in addition to the
excellent web-based UI.
