You need to read up on e-mail standards, especially about the
difference between message headers (which have To:, Cc:, and Bcc:, the
latter of them being removed _very_ early in the transport process,
and are greatly irrelevant for the actual message transport) and
message envelope (which only knows about recipients and is the only
thing relevant for message transport).

So, what you really suggest is to disable message recipients in the
envelope, which can be effectively accomplished by stopping the MTA.
