I've always done this by defining the following in the courierd
configuration file:
DEFAULTDELIVERY="|| dotforward
| /usr/lib/courier/bin/maildrop"
Not to say you may not be able to do it the way you describe -- there's
a million ways to do most things -- but this one is one (extra) line and
works well. ;-)
