Either build the rpm using the "--without fax" switch or edit the spec
file, comment out the lines at the top that say
%{?_without_fax: %define with_fax 0}
%{!?_without_fax: %define with_fax 1}
and add a line that says
%define with_fax 0
Then rebuild the rpms.
