I have created the "Maildir" directory under $HOME of each user,
checked the permissions of the Maildir directory, checked Google for
answers but sqwebmail (Courier's webmail) still errors out saying:

"Unable to open the maildir for this account -- the maildir doesn't
exist or has incorrect ownership or permissions."

I am wondering if anyone here can give me any more tips to
troubleshoot this issue.

cd $USER/Maildir
mkdir tmp cur new

Not very good. maildirmake, run as the respective owner of Maildir is one of the only 2 alternatives. maildirmake also adds a prerequisite number of other files and subdirectories. Having the Courier IMAP server do the same using an IMAP client is the second alternative.
