I think the most direct way would be to just define an alias, such as

   staff: tom, dick, harry, jane

Then when email is received for the local domain for the user "staff" it would be sent to each of the other named users. If you instead wanted features such as the ability to subscribe and unsubscribe, or digests, then couriermlm would be better suited to your task.
