I know of no RPM that installs anything in /usr/local/include. Whatever rogue mutation of an RPM installs anything in /usr/local must be removed immediately, and whoever created such an RPM should be immediately lobotomized before he causes harm to someone.

Is it OK to build and install the Courier RPMs without FAM on the system by
using the --nodeps option in rpmbuild, or will doing that make the
installation of Courier fail?

Doing that will, sooner or later, break your system in some way. May not happen immediately, but you are guaranteed to wake up one day, and discover that everything is broken.

                                If I need FAM on the system to use Courier
can someone give me some indication as to how I can get this to install in
the correct place (/usr/include/) or should gamin do the same job?

Gamin will work.  You must install both gamin and gamin-devel packages.
