Today, esmtp hit the limit of 40 connections, seeing this in the logs:
Aug 31 14:06:42 webmail courieresmtpd: 40 maximum active connections.

This is the first time this limit has been hit in the 20 days the new
server has been live, it is running the courier-0.56.0.20070804
release.

Are there any rules of thumb which should be used to set connection
limits, either based on hardware specs or users on the system?

This is more art than science. The connection limits are safety valves, which throttle the load before the server keels over completely. If the server easily handles the load when it hits the connection limits, increase them.
