Right now courier-authlib-userdb depends on courier-authlib.  Perhaps instead courier-authlib should depend on courier-authlib-userdb, so that the latter is installed first ane makeuserdb is available?

No, because then you wouldn't be able to uninstall courier-authlib-userdb, and you should be able to install courier-authlib without courier-authlib-userdb.

The authmigrate script is only needed to upgrade from versions of Courier dated before 2004. I think it's pretty safe to remove that script, now.
