I've written a tiny C package that does almost the same. Parsing consumes more than the user space netfilter queue handler. Quite lite. However, I have fewer messages than that, and thus don't know what load it could support. http://savannah.nongnu.org/projects/ipqbdb if anybody would like to try it.
