The quota notification message does have a slightly different filename
containing "_warn" between the long numeric string and the server name,
so you may be able to look for that with an external program.

You may want to just run a script that searches your mail stores for
users with warning messages in the Maildir/new directory (indicating
that they haven't already been read) and sends an email to the alternate
address for each of those users.
