That's why I was intending to suggest using an external script rather
than running it from .mailfilter for each message.  Maybe I wasn't
clear.  Let maildrop put the quota messages in the mailboxes as usual,
then run a script once a day (or hour or whatever) to look for unread
quota warnings and send a notification to the alternate address.
