As best I can tell, that one is Netscape's fault.  (Microsoft, when
they set out to create their Internet Mail and News client that
eventually became Outlook, apparently copied Netscape Communicator in
a number of respects.  Which, incidentally, goes a long way toward
explaining why Outlook is so horrible, because the mail/news component
of Netscape was inexcusably bad.)

And no, I don't think other software should deliberately perpetuate
the horrible practice of "top-posting".
